About
The Government of India launched two major missions to achieve self-reliance (Atmanirbhar Bharat) in edible oil production. The National Mission on Edible Oils–Oilseeds (NMEO-OS) was approved on 3 October 2024, with a target of increasing oilseed production to 69.7 million tonnes by 2030–31. It promotes high-quality seeds, farmer training, demonstrations and improved oil-processing infrastructure. The National Mission on Edible Oils–Oil Palm (NMEO-OP) was launched in August 2021 to expand oil palm cultivation, particularly in North-Eastern States. It provides farmers with planting materials, financial assistance, irrigation and other support. Both missions aim to increase domestic edible oil production and reduce India's dependence on imports.

National Mission on Edible Oils–Oilseeds (NMEO-OS)
Approved on: 3 October 2024.
Main objective: Increase domestic oilseed production and achieve self-reliance (Atmanirbhar Bharat) in edible oils.
Production target: Increase primary oilseed production from 39 million tonnes (2022–23) to 69.7 million tonnes by 2030–31.
Implementation: Cluster-based approach through over 600 Value Chain Clusters managed by FPOs, cooperatives and other agencies.
Farmers' support: Free high-quality seeds, training in good agricultural practices and improved farming technologies.
Infrastructure: Establishment and upgradation of oil mills to improve oil recovery.
Seed development: 100% support for breeder seed purchase, new seed hubs and specialised seed storage units.
Demonstrations: Frontline Demonstrations (FLDs), Cluster Frontline Demonstrations (CFLDs) and Block-Level Demonstrations (BLDs).
Major Achievements of NMEO-OS
Under the National Mission on Edible Oils–Oilseeds (NMEO-OS), oilseed production increased from 39.67 million tonnes in 2023–24 to 43.06 million tonnes in 2025–26, as per the 3rd Advance Estimate. During 2025–26, free seed distribution covered 13.52 lakh hectares against the annual target of 10 lakh hectares, achieving 135.2% of the target. Additionally, 60 seed hubs and 50 specialised seed storage units have been sanctioned to strengthen breeder seed production and storage capacity.

Edible Oil Imports in India (2024–25)
Total edible oil imports: 160.72 lakh tonnes.
Palm oil imports: 75.17 lakh tonnes.
Palm oil share of total edible oil imports: 46.77%.
These figures highlight India's continued dependence on imported edible oils.
National Mission on Edible Oils–Oil Palm (NMEO-OP)
Launched: August 2021.
Objective: Promote oil palm cultivation and reduce dependence on imported edible oils.
Special focus: North-Eastern States.
Implementation: Across 15 States.
Support provided to farmers:
High-quality planting materials.
Assistance for intercropping and maintenance during the four-year gestation period.
Replanting of old and unproductive plantations.
Farm machinery, irrigation, nurseries and seed gardens.
Custom Hiring Centres.
Financial assistance for oil palm processing mills in North-Eastern States.
Viability Gap Payment (VGP): Financial support to oil palm growers.
Major Achievements of NMEO-OP
Under the National Mission on Edible Oils–Oil Palm (NMEO-OP), 2.73 lakh hectares of new area was brought under oil palm cultivation between 2021–22 and 2025–26, taking the cumulative area to 6.40 lakh hectares as of 31 March 2026. During this period, 114.66 lakh tonnes of Fresh Fruit Bunches (FFBs) were harvested, resulting in the production of 20.10 lakh tonnes of Crude Palm Oil (CPO). Currently, 27 oil palm processing mills are operational across the country. Under the Viability Gap Payment (VGP) provision, ₹18.90 crore has been disbursed to 9,244 oil palm farmers in Goa, Tamil Nadu, Gujarat, Karnataka, Odisha, Arunachal Pradesh, Assam and Mizoram.
